North Carolina Rural Center – Building Reuse Initiative

The Building Reuse and Restoration Program grant program helps local governments prepare the buildings for reuse by new and expanding businesses.
Two types of grants are available. Pre-development grants of $25,000 cover the cost of studies or other activities necessary to secure commitments form a business or investor. Development grants of up to $400,000 are awarded to projects ready for renovation and must be matched by at least an equal amount of private and public funds. Awards are limited to local governments in rural counties with priority given to towns of less than 5,000 people.
Program guidelines include: 1) Maximum grant awards of $480,000, 2) Local government match requirement can be fulfilled with in-kind grant administration, 3) Building must be vacant a minimum of 3-months.

Golden Leaf Economic Catalyst Grant
Eligible applicants are governmental entities and 501(c)3 non-profits
Project requests must be for job creation. Projects must be “At Risk” without Golden Leaf participation
Grants are available for projects that include the creation of full-time positions (1,600 hours or more per year of work) and must provide 50% of employee health insurance.
Examples of eligible projects:
Assistance with delivery of training programs for the development of transferable skills required by industries that increase the number of jobs available to the public
Assistance to governmental units to fund pre-development costs of public infrastructure improvements which result in job creation
Renovation or improvement of an industrial facility owned by an eligible entity to be sold or leased at fair market value to a business locating in high priority areas of North Carolina or for purchase of equipment.

North Carolina Department of Energy
Energy Savings for Small Business and Industry - North Carolina will provide technical expertise and financial support to qualified businesses and industries to identify and implement energy saving measures. Incentives for implementing recommendations would be capped at 25 percent of the project costs up to a maximum of $100,000. Additional funding for businesses in the plan is available through The NC Energy Investment Revolving Loan Fund.
Commercial Renewable Energy System Grants – North Carolina will award grants to industrial and commercial facilities to implement renewable energy projects using solar, wind, hydropower, and biomass technologies. Projects would be sought through a competitive RFP process. Grants will fund up to 25 percent of project costs, with a minimum of $100,000 per project.
Energy Loan Fund – a revolving loan fund will provide no-and-low interest loans to businesses. The Revolving Loan Fund will provide financing up to $1 million for terms of up to ten years.
North Carolina Green Business Fund – Competitive grants are established for businesses with innovative projects focused on three priority areas including: 1) Development and commercialization of the bio-fuels industry; 2) Development and commercialization of the green building industry; and 3) Attraction and leverage of private sector investments in environmentally conscious clean technology and renewable green products and businesses.
